Because scientific issues are both more visible and more complex, and because there are also still huge uncertainties, the impact of environmental policies can sometimes be difficult to appreciate and to measure. This is why BIO offers its scientific expertise and its knowledge of the economic world to contribute to a political decision-making process that is both enlightened and justified by solid bases.
Thus, thanks to its unique expertise in measuring the environmental impacts of products, services, sectors and decisions in general, coupled with its expertise in economic analysis and econometrics, BIO Intelligence Service is one of the preferred partners of many of the European Commission’s Directorate Generals, including the DG Environment, DG Energy, DG Enterprise and Industry, DG Research, DG Taxation, and more. At European level, BIO has also carried out projects for the European Parliament, the Committee of the Regions and the European Environment Agency.
At national level, BIO is regularly involved in French policy making, notably through the many studies it has performed for the Ministry of Ecology, Energy, Sustainable Development and the Sea (MEDDTL), and for the ADEME, as well as in British policy with projects for the Department for Environment, Food and Rural Affairs (DEFRA) and for the Waste & Resources Action Programme (WRAP).
Ex-ante or ex-post evaluations of public environmental policies often require a rigorous inventory and in-depth analysis of existing practices in the area in question. BIO has developed extensive expertise in this field, notably from the many socio-economic and techno-economic studies it has performed, plus its benchmarking of sectors in Europe and throughout the world and its management of national sectoral observatories, such as those for PCBs, refrigerating fluids, and the WEEE sectors, for example.
In addition, BIO can draw on a network of European and International experts in order to ensure the reliability, precision and updating of its data on a wide range of environmental themes and sectors, from sustainable consumption and production to waste management, via energy efficiency, the management of risks relating to chemical substances, biodiversity, natural resources and sustainable agricultural practices.

To regulate the environmental impacts caused by human activities, public authorities intervene in increasingly broader areas, from defining recycling targets for a given waste flow, to more complex policies in the sectors of responsible production and consumption, biodiversity, etc.
If the current environmental challenges are to be met, there will be a need for public policies that strike a fair balance between scientific justification, social acceptability, industrial constraints and economic realism.
To achieve this, decision makers need to base their interventions on suitable instruments that provide knowledge, make forecasts and suggest actions. In light of this, BIO wished to contribute its expertise to political and economic decision makers in order to ensure effective protection of the environment.
An evaluation means analysing the results of an intervention by the public authorities to establish whether the actions achieved the goals that had been set. There can be three objectives to this approach: understanding the impacts of a programme, a measure or an intervention by estimating its costs and benefits from an environmental, economic and social perspective; assessing the success or failure of an intervention; providing information for the decision-making process with the aim of adapting public policy or reorienting strategy.
As a leading consultancy firm, we offer advice to all those involved in implementing public environmental policies, on both a national and European level, in order to measure the environmental impact of policy decisions.
