EPR (Extended Producer Responsibility)

In order to develop the recycling of certain types of waste, items have to be sorted before collection. Household waste sorting and recycling policies are partly based on EPR programmes. Based on the idea of “the polluter pays”, the principle is as follows: national manufacturers, product importers, and distributors of own-brand products must take both physical and financial responsibility for the selective collection and recycling or treatment of the waste produced by their products. They can do so either individually, or collectively with the support of an environmental organisation.

 

These programmes have become more widespread since the mid-1990s and this has enabled great progress to be made in waste recycling.

 

Since the end of the 1990s, BIO Intelligence Service has actively participated in the implementation of waste management programmes in both France and Europe. Consequently, BIO has long been involved in the creation of ERP programmes and so-called voluntary agreements.

 

BIO supports these programmes before, during and after their creation:  

 

  • Feasibility assessments for the creation of new programmes,
  • Reviewing existing or incipient waste management practices and techniques,
  • International benchmarking,
  • Data collection and analysis for identifying and monitoring exemplary practices along with ways to improve existing programmes,
  • Comparative environmental and
    economic assessments of various scenarios in waste management.

Assessment of 14 programmes for the collection and treatment of ELV in Europe

BIO Intelligence Service has studied the management of the programmes for collecting and recycling End-of-Life Vehicles in certain EU countries.


Since the application of Directive 2000/53/CE, there has been a specific processing system for End-of-Life Vehicles (ELV) in the various EU Member States, in accordance with the principle of Extended Producer Responsibility (EPR).


As the European authorities considered that the directive had been incorrectly and incompletely transposed into French law, BIO assisted the ADEME and the MEEDDM in evaluating 14 ELV collection and treatment programmes in Europe.


For each programme, the study analysed:

  • Systems in place prior to application of the directive;
  • How the various participants in the collection and treatment programmes are currently organised;
  • The financial support mechanisms put in place;
  • The incentive/penalty mechanisms that are applied to encourage owners to include their ELVs in the approved programme;
  • The results obtained in terms of reuse, recycling and recovery rates.


The best practices and areas for improvement were identified for each programme, and this provided the French authorities with avenues to explore as they decided on how to revise the French regulations.
