Assessment of 14 programmes for the collection and treatment of ELV in Europe
BIO Intelligence Service has studied the management of the programmes for collecting and recycling End-of-Life Vehicles in certain EU countries.
Since the application of Directive 2000/53/CE, there has been a specific processing system for End-of-Life Vehicles (ELV) in the various EU Member States, in accordance with the principle of Extended Producer Responsibility (EPR).
As the European authorities considered that the directive had been incorrectly and incompletely transposed into French law, BIO assisted the ADEME and the MEEDDM in evaluating 14 ELV collection and treatment programmes in Europe.
For each programme, the study analysed:
- Systems in place prior to application of the directive;
- How the various participants in the collection and treatment programmes are currently organised;
- The financial support mechanisms put in place;
- The incentive/penalty mechanisms that are applied to encourage owners to include their ELVs in the approved programme;
- The results obtained in terms of reuse, recycling and recovery rates.
The best practices and areas for improvement were identified for each programme, and this provided the French authorities with avenues to explore as they decided on how to revise the French regulations.
